March Election of Local 2038 Top Officers

I'm not sure why, but I keep getting e-mails and comments from co-workers saying they don't believe the general membership will be allowed to vote in the March election for top Local officers. They think the voting in this election will be restricted to the executive board.
I agree this is the way it was done in the past but as of January 23, 2008 we are under a new set of by- laws that changes all this. Below, you will find the citations from the new Local 2038 by-laws and from the pertinent section of the International Constitution.
Decide for yourself.
In the meantime, brothers and sisters interested in running for one of these positions should familiarize themselves with all the rules pertaining to elections and holding office. If you do not have access to our Local by-laws and/or the International Constitution you will find them at www.steelbarrelnews.com. ARTICLE V
OFFICERS

Section 1. The Membership of Local 2038 GLDC ACD and all Officers representing various divisions shall elect by secret ballot a President, Secretary Treasurer, and Business Agent. All Officers shall serve for a term of three years.

ARTICLE VI
NOMINATIONS AND ELECTIONS

Section 1. Nominations and elections of Officers shall be conducted pursuant to Article XIII, Section 1 of the ILA Constitution and Rules of Order. [See Below]
Section 2. Local 2038 GLDC ACD's elections will be held in March of 2009 and each election year thereafter. The hours of voting shall be from 7:00 AM to 4:30 PM. Each member in good standing of Local 2038 GLDC ACD and all Officers representing various divisions shall be entitled to vote. No proxy vote or absentee ballot shall be permitted.

ARTICLE XI
RIGHTS OF MEMBERS

Section 1. Every member in good standing of Local 2038 GLDC ACD and all Officers representing various divisions shall have equal rights and privileges to nominate candidates for office of Local 2038 GLDC ACD, to vote for Local 2038 GLDC ACD Officers.

ARTICLE XIII
Government of Local Unions

Section 1. (a) Each local union shall elect by secret ballot among its members in good standing, a President, a Vice-President, a Recording Secretary, a Financial Secretary or Treasurer, and Auditing Committee, and Executive Board, and such other officers and committees as it may deem proper for the conduct of its affairs. Unless otherwise provided by the by-laws, a Local Union's Executive Board shall consist of the President, Vice-President, Recording Secretary, Financial Secretary or Treasurer and five (5) other Executive Board members; and a Local Union's Auditing Committee shall consist of three (3) members. Such officers shall be elected for two (2) year terms. A local union may in its own by-laws provide for term of office of no less than two (2) years and no greater than three (3) years. Any officer may be elected to succeed himself in office upon the expiration of his term.
